The declaration 'whoever does not love does not know God, because God is love' is one of only two places in the New Testament where a verbal sentence identifies God's essential nature with an attribute (the other is John 4:24: 'God is spirit'). The statement 'God is love' (ho Theos agape estin) is not simply 'love is God' — the predicate nominates a quality, not an identity — but it claims that love is not merely what God does but what God is.
