Matthew 2:16

KJV

Then Herod, when he saw that he was mocked of the wise men, was exceeding wroth, and sent forth, and slew all the children that were in Bethlehem, and in all the coasts thereof, from two years old and under, according to the time which he had diligently enquired of the wise men.

Study Note

Herod's slaughter of the male infants in Bethlehem — 'when he saw that he was mocked of the wise men, he was exceeding wroth, and slew all the children in Bethlehem and the coasts, from two years old and under' — is the event Matthew interprets as fulfilling Jeremiah 31:15 (Rachel weeping). The paranoia of a dying king murdering potential rivals is historically plausible — Josephus records Herod's execution of his own sons. Matthew's typological structure here is deliberate: just as Pharaoh killed the infant boys when Moses was born (Exodus 1:16), so Herod kills infants when Jesus is born — presenting Jesus as the new Moses delivering a new exodus. The Massacre of the Innocents became a theological touchstone for discussions of theodicy and innocent suffering in Christian history.
