The communal lament of Isaiah 63:7–64:12 includes this retrospective question: 'Where is he that brought them up out of the sea with the shepherd of his flock?' — a cry that identifies the Exodus as the paradigm of divine action by which all subsequent divine silence is measured. The mention of Moses as 'the shepherd of his flock' and God's Holy Spirit placed 'within him' anticipates the pneumatological dimension of the new exodus: the Spirit present in Moses will be poured out again in the age of restoration. The question 'where is he?' (ayeh) belongs to the lament-theology of divine absence, the same register as Psalm 22:1 ('my God, why hast thou forsaken me') — making communal complaint a legitimate form of covenantal speech. The passage lies behind Paul's pneumatology in 1 Corinthians 10 and is implicitly referenced in John 7:37–39.
