Balaam's oracle articulates one of the most theologically compressed statements about divine immutability in the Old Testament: God is not a human that he should lie, nor a son of man that he should change his mind. The contrast between divine and human speech-acts addresses the reliability of prophetic promises — what God has said to bless cannot be revoked by a hired diviner (the context of Balak commissioning Balaam). The verse is cross-referenced in 1 Samuel 15:29 (where Samuel declares God's irrevocable rejection of Saul) and undergirds New Testament assertions of divine faithfulness in Romans 11:29 and 2 Timothy 2:13.
