The prayer acknowledges that God has confirmed his words against 'us, and against our judges' by bringing upon Jerusalem 'a great evil' — the worst catastrophe that had ever occurred under heaven. The phrase 'confirmed his words' makes Daniel's prayer a theological interpretation of the Babylonian conquest: what happened to Jerusalem was not military accident but the fulfillment of covenantal warning (Deuteronomy 28:15-68; Jeremiah 1:14-15). The acknowledgment that 'we have not prayed before the Lord our God, that we might turn from our iniquities' (9:13) is particularly striking — Daniel identifies lack of prayer as itself a component of Israel's failure. This prayer influenced the development of Jewish and Christian liturgies of national repentance.
