The call to 'rend your heart, and not your garments, and turn unto the Lord your God: for he is gracious and merciful, slow to anger, and of great kindness' draws on the ancient Near Eastern practice of tearing garments as a sign of grief. Joel reinterprets the ritual gesture — external garment-tearing — as insufficient without the inner reality of heart-rending, anticipating the prophetic internalization of covenant in Jeremiah 31:33 and Ezekiel 36:26. The divine character formula ('gracious and merciful, slow to anger, abundant in lovingkindness') originates in Exodus 34:6-7 and is cited or alluded to more than any other single Old Testament passage, becoming the Hebrew Bible's most foundational statement about God's character.
