Toi, also known as Tou, was the king of Hamath who sent his son Joram to congratulate David on his victory over Hadadezer.

Toi (also called Tou) was the king of Hamath on the Orontes River in Syria who sent his son Joram (Hadoram) with congratulations and gifts of gold, silver, and bronze to David after David's decisive victory over Hadadezer of Zobah (2 Samuel 8:9–10; 1 Chronicles 18:9–10). The gifts were dedicated to the LORD by David and represent one of the international diplomatic exchanges that marked his reign. Toi had been at war with Hadadezer, and David's defeat of that common enemy made the gesture a natural diplomatic alliance.
