The quotation of Jeremiah 31:33 at the heart of the new covenant argument — 'I will put my laws into their minds, and write them on their hearts, and I will be their God, and they shall be my people' — is the longest Old Testament quotation in the New Testament (8:8-12) and the theological center of Hebrews. The internalization of Torah distinguishes the new covenant from the Sinai model: obedience is no longer externally imposed but intrinsically motivated, a transformation of desire rather than merely of behavior. The covenant formula 'I will be their God and they shall be my people' is the oldest and most fundamental expression of the Israelite covenant relationship, here reaffirmed and deepened. Hebrews reads Jeremiah 31 as evidence that the old covenant was always anticipating its own supersession — the prophetic text itself announces its inadequacy.
