God describes Assyria as a rod in his hand whom he sends against 'the people of my wrath' — Judah — to plunder and trample them. This remarkable statement, using a pagan empire as divine instrument, raises acute questions about the relationship between divine will and human agency in political violence. The following verses (7-12) show that Assyria acts from pride and its own imperial ambition, not to fulfill God's purpose — yet God uses it nonetheless. Theologians from Calvin onward have cited this passage to articulate a doctrine of divine providence that employs even hostile forces without making God the author of their evil motives.
