Peter's universalising promise — 'the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call' — expands the Pentecost blessing beyond those present to include future generations and distant Gentiles. The phrase 'all that are afar off' echoes Isaiah 57:19 ('peace to him that is far off, and to him that is near'), which Paul quotes in Ephesians 2:17 with reference to Gentile inclusion in the covenant. The condition 'as many as the Lord our God shall call' introduces an elective note — the initiative of divine calling precedes human response — which has been prominent in Reformed interpretations of Acts. Infant baptism proponents have historically cited 'unto you, and to your children' as grounds for including covenant children in the baptismal community.
