The promise that God himself will 'circumcise thine heart' marks a decisive theological turn in Deuteronomy 30: the physical sign that Israel repeatedly failed to embody will be performed by divine initiative on the inner life itself. The phrase identifies the fundamental problem with covenant-keeping as anthropological — human hearts are insufficiently oriented toward God — and the solution as eschatological divine action rather than greater human moral effort. Jeremiah's new covenant (31:33: 'I will write my law on their hearts') and Ezekiel's new spirit promise (36:26–27: 'I will give you a new heart') develop this Deuteronomic seed, creating a prophetic trajectory that Paul reads as fulfilled through the Spirit in Romans 2:29 and 2 Corinthians 3:3. Reformed soteriology has found here its Old Testament basis for the doctrine of effectual calling and regeneration.
