The angel's announcement to the shepherds — 'Fear not, for behold, I bring you good news of great joy that will be for all the people' — introduces the birth narrative's climax with the Isaianic term for gospel proclamation (euangelizō). The 'all the people' (panti tō laō) is initially Israel-inclusive and will expand explicitly to the Gentiles in Simeon's canticle (verse 32), but the birth is first announced within the framework of Jewish messianic expectation. The choice of shepherds as the first recipients mirrors the biblical pattern of divine disclosure to the marginal (compare the Magnificat's poor and humble), and evokes the shepherd-king David imagery. The phrase 'great joy' (chara megalē) will recur at the resurrection (Matthew 28:8; Luke 24:52) and frames the entire Gospel as good news.
