The praise of God as the one 'which made heaven, and earth, the sea, and all that therein is: which keepeth truth for ever' grounds the political trust-critique of verses 3-4 (do not put confidence in princes) in a theology of divine sovereignty over creation. The creator-God who keeps faith 'for ever' ('lolam') is contrasted with princes who 'return to their earth' and in the same day their thoughts perish — divine reliability is measured against the ephemerality of human power. Peter cites this creedal formula in Acts 4:24 ('which hast made heaven, and earth, and the sea, and all that in them is') as the invocation for prayer in the face of opposition, grounding the church's confidence in the same creator-sovereignty. Revelation 10:6's angel swearing 'by him that liveth for ever and ever, who created heaven... and earth... and the sea' echoes this liturgical form.
