The new song declares of the redeemed — 'you have made them a kingdom and priests to our God, and they shall reign on the earth' — applying the Exodus covenant formula ('a kingdom of priests,' Exodus 19:6) to the universal community gathered from every tribe, language, people, and nation (verse 9).
