'Who is a God like unto thee, that pardoneth iniquity, and passeth by the transgression of the remnant of his heritage? he retaineth not his anger for ever, because he delighteth in mercy.' This rhetorical question — 'who is a God like unto thee?' (mi-el kamoka?) — forms a pun on Micah's own name and creates an implicit doxology: Micah's very existence testifies to the incomparable pardoning God he proclaims. The accumulation of forgiveness language (pardoneth, passeth by, casteth sins into the sea in verse 19) presents mercy not as reluctant concession but as God's characteristic delight. Exodus 34:6-7 is the source tradition Micah amplifies, and Paul's 'God commendeth his love toward us, in that, while we were yet sinners, Christ died for us' (Romans 5:8) expresses the same divine character in a christological key.
