Shebna was a high-ranking official in King Hezekiah's court, serving as the steward of the palace, but was later demoted and replaced by Eliakim.

Shebna was the royal steward (majordomo) under King Hezekiah who was rebuked by the prophet Isaiah for constructing an ostentatious tomb for himself in Jerusalem (Isaiah 22:15–19). Isaiah prophesied that Shebna would be displaced from his office by Eliakim son of Hilkiah, which came to pass; Shebna subsequently appears in the reduced role of scribe accompanying Eliakim during the Rabshakeh's demands (2 Kings 18:18; Isaiah 36:3, 22).
