The tender image of God as shepherd gathering lambs in his arms and gently leading nursing ewes stands in deliberate contrast to the cosmic power proclaimed in verses 10 and 12-26. The juxtaposition — omnipotent Creator and gentle shepherd — is intentional: the same God who measures the waters in the hollow of his hand stoops to carry the weakest. Ezekiel 34:15-16 and Psalm 23 develop the shepherd metaphor; Jesus declares himself 'the good shepherd' in John 10, and John 10:11 explicitly echoes this tender pastoral concern for the vulnerable flock.
