Cushan-rishathaim, king of Mesopotamia, oppressed Israel for eight years until Othniel defeated him.

Cushan-rishathaim was the king of Mesopotamia who oppressed the Israelites for eight years at the beginning of the period of the judges, after Israel had abandoned the LORD (Judges 3:8). In response to Israel's cry, God raised up Othniel son of Kenaz, Caleb's younger brother, as the first judge to deliver his people. Othniel defeated Cushan-rishathaim, and the land had rest for forty years. His name—meaning 'doubly wicked Cushan'—may be a contemptuous title given to him by later Israelite tradition.
