Samuel was a prophet and the last judge of Israel before the establishment of the monarchy, who anointed both Saul and David as kings.

Samuel was the last of the judges and the first of the classical prophets, born in answer to his mother Hannah's prayer and dedicated to the LORD's service at Shiloh from childhood (1 Samuel 1–2). He anointed both Saul and David as kings of Israel, serving as the pivotal figure in Israel's transition from the tribal confederation to the monarchy. His ministry unified prophetic, priestly, and judicial functions, and he is cited alongside Moses as an intercessory figure of supreme standing (Psalm 99:6; Jeremiah 15:1).
