Paul's paradox — 'for it is God who works in you, both to will and to work for his good pleasure' — immediately follows the command to 'work out your own salvation with fear and trembling' (verse 12), creating a sustained tension between human effort and divine enablement. The verse resolves neither pole: God's working is the ground and power of human working, not its replacement.
