The divine declaration — 'for the LORD has chosen Zion; he has desired it for his dwelling place' — grounds the inviolability of Jerusalem not in its military strength or strategic location but in the divine choice and desire that selected it as the place of the divine name. The verb 'desired' (ivvah) is the same root used in verse 14 ('I have desired it') and implies longing — a quality of divine affection that makes the choice of Zion an act of love rather than mere administrative decision. The theology of divine choice of Zion was tested severely by the Babylonian destruction of 587 BC (lamented in Psalm 74 and Lamentations) and was reaffirmed in post-exilic prophecy as pointing to an eschatological rather than permanently inviolable geographic promise.
