'I have not hid thy righteousness within my heart; I have declared thy faithfulness and thy salvation: I have not concealed thy lovingkindness and thy truth from the great congregation' — the verse presents public declaration of divine attributes as a form of worship that completes the sacrifice-substitution of verses 6–8. The four attributes proclaimed — righteousness, faithfulness, salvation, hesed and emeth — are the core covenantal character-terms of Exodus 34:6–7, suggesting that testimony in the assembly re-enacts and spreads the foundational theophany of Sinai. Hebrews 10:5–7 quotes Psalm 40:6–8 as Christ's own utterance at the Incarnation, making the subsequent public proclamation (verse 10) a model for the apostolic witness to his faithfulness.
