'For no prophecy was ever produced by the will of man, but men spoke from God as they were carried along by the Holy Spirit' — the participial 'carried along' (pheromenoi) uses the nautical image of a wind-driven ship, depicting prophetic inspiration as divine propulsion rather than mere divine assistance. The verse provides the complementary statement to verse 20 (no private interpretation) by addressing the origin of Scripture rather than only its reading: Scripture did not originate in individual prophetic will. Together with 2 Timothy 3:16 (theopneustos, God-breathed), this verse forms the dual biblical foundation for doctrines of scriptural inspiration. The phrase 'spoke from God' (apo theou elalēsan) preserves genuine human authorship while attributing the source to God — a tension that subsequent theories of verbal, plenary, and dynamic inspiration have sought to articulate.
