'In flaming fire taking vengeance on them that know not God, and that obey not the gospel of our Lord Jesus Christ.' The image of the Lord revealed 'in flaming fire' draws on Exodus 3:2 and Isaiah 66:15-16's theophany traditions, presenting the return of Christ in the language of divine judgment theophanies. The two classes of the condemned — those who 'know not God' (perhaps Gentile pagans) and those who 'obey not the gospel' (perhaps Jewish rejectors) — parallel Romans 2's distinction between those sinning without Torah and those sinning under it. Both are answerable to the same Lord at his appearing.
