When God proclaims his name to Moses on Sinai after the golden calf apostasy, the thirteen divine attributes enumerated here — compassionate, gracious, slow to anger, abounding in love and faithfulness, maintaining love, forgiving wickedness, yet not leaving the guilty unpunished — became the most cited divine self-description in the Hebrew Bible, quoted or alluded to in at least nine other biblical passages (Nehemiah 9:17; Psalms 86:15; 103:8; 145:8; Joel 2:13; Jonah 4:2; Micah 7:18; Nahum 1:3). The juxtaposition of mercy and justice in a single declaration resists the tendency to separate the 'God of the Old Testament' from the 'God of the New.'
