God's declaration 'I will sow her unto me in the earth' (or 'Jezreel' reinterpreted from judgment-name to hope-name) reverses the covenant repudiation of 1:9 ('not my people') in the most dramatic possible fashion: the naming-curse becomes a naming-blessing. The triple reversal — she is sown not scattered, she receives mercy not judgment, she is addressed as 'my people' not 'not my people' — functions as an eschatological covenant renewal that anticipates Jeremiah's new covenant and Ezekiel's restoration oracles. Paul cites this verse in Romans 9:25–26 to argue that God's calling of Gentiles as 'my people' is not a violation of covenant faithfulness but its prophesied extension — making Hosea's restoration of Israel the type of Gentile inclusion. The verse is one of the most important Old Testament texts for New Testament ecclesiology and Gentile identity.
