'Calling a bird of prey from the east, the man of my counsel from a far country. I have spoken, and I will bring it to pass; I have purposed, and I will do it' — the 'bird of prey from the east' is almost certainly Cyrus of Persia, whose rapid conquests are likened to a swooping eagle or falcon. The verse belongs to the YHWH-versus-idols polemic of Isaiah 46: while Babylon's gods must be 'carried' (verse 1–2), YHWH carries Israel (verses 3–4) and commands history through predictive declaration. The four-fold assertion — spoken, bring to pass; purposed, will do — is the most concentrated statement of the gap-less correspondence between divine word and historical event in the Hebrew Bible. The verse has been formative for Christian theologies of divine sovereignty, prophecy, and the trustworthiness of the divine word as both predictive and performative.
