God's commission to Isaiah following his throne-room vision takes an astonishing form: he is sent not to produce conversion but to produce hardening — 'hear ye indeed but understand not; see ye indeed but perceive not.' This commission draws on the ancient Near Eastern theology of divine hardening (cf. Pharaoh in Exodus 4–14) and places Isaiah's ministry within a paradoxical economy where proclamation simultaneously offers and withholds understanding. The verse is the single most cited Old Testament passage in the New Testament with application to unbelief: Matthew 13:14–15, Mark 4:12, Luke 8:10, John 12:40, Acts 28:26–27, and Romans 11:8 all invoke it to explain why Israel did not receive the gospel. Paul's use in Romans 11 is most theologically developed, embedding the hardening within a providential purpose of Gentile inclusion.
