God charges Israel with following 'the statutes of Omri' and 'the works of the house of Ahab' — the two dynasties most associated in Kings with systematic Baal worship and the corruption of Israelite covenant religion. Omri established Samaria as the capital and introduced the politicized syncretism that Ahab and Jezebel extended with Phoenician Baalism; invoking them by name is an indictment of institutional religious apostasy. The result — 'that I should make thee a desolation, and the inhabitants thereof a hissing' — anticipates the Assyrian destruction of Samaria (722 BC), framing political catastrophe as the direct consequence of covenantal unfaithfulness.
