The heavenly throne-room doxology — 'you are worthy, our Lord and God, to receive glory and honor and power' — is sung by the twenty-four elders in response to the living creatures' unceasing praise of God's holiness. The grounds given are explicitly creational: God is worthy because 'you created all things, and by your will they existed and were created.' The title 'Lord and God' (kyrios kai theos) deliberately echoes the title Domitian claimed for himself ('dominus et deus'), making this liturgy a political counter-claim in a context of emperor worship. The verse anchors Christian worship in the sovereignty of the Creator over all creation, including Roman imperial pretension.
