The statement that Assyria 'meaneth not so, neither doth his heart think so; but it is in his heart to destroy' illustrates the theological complexity of using a sinful agent as a divine instrument: God uses Assyria's imperial ambition without endorsing or approving its motives. This verse marks the critical turn of Isaiah 10:5-15 — the passage begins with Assyria as God's rod (v. 5) and ends with Assyria being punished for its pride (v. 12-15), demonstrating that instrumental use does not confer moral approval. The theological problem this raises — can God use evil actors without being morally responsible for their evil? — is addressed by Augustine's distinction between what God permits and what God wills, and by Calvin's doctrine of concurrence.
