The conclusion of the two builders parable — 'the rain fell, and the floods came, and the winds blew and beat against that house, and it fell, and great was the fall of it' — applies the Sermon on the Mount's final test: not hearing but doing. The structural symmetry between the two builders (7:24-25 and 7:26-27) emphasizes identical external circumstances; the difference is entirely one of foundation, not of storm-management. The imagery draws on wisdom tradition's contrast of the righteous who stand in judgment and the wicked who do not (Psalm 1), but relocates the decisive criterion in relation to Jesus's words rather than Torah in general. The parable closes the Sermon on the Mount (5:3-7:27) by making Jesus's teaching the standard of ultimate accountability rather than any prior religious authority.
