Paul cites Isaiah 10:22–23 — 'Though the number of Israel be as the sand of the sea, a remnant shall be saved' — to demonstrate that mass ethnic membership in Israel was never God's intended basis of salvation. The remnant theology, deeply embedded in the Hebrew prophets (Isaiah, Micah, Zephaniah), shows that God always worked through a faithful subset rather than the whole nation, making the current situation of Gentile inclusion and Jewish partial rejection consistent with scriptural precedent rather than a divine surprise. This strand of Paul's argument in Romans 9 defends God's faithfulness while acknowledging the complexity of Israel's response to the Messiah.
