God's promise — 'When the poor and needy seek water, and there is none, and their tongue faileth for thirst, I the Lord will hear them, I the God of Israel will not forsake them' — is one of the most tender divine assurances in the exilic section of Isaiah. The imagery of parched wilderness transformed into flowing rivers (verses 18-19) draws on the Exodus typology of water from the rock (Exodus 17:6; Numbers 20:11) and anticipates Isaiah 43:20's 'I give waters in the wilderness.'
