God's declaration 'vengeance is mine, and recompense' (li naqam ve-shillem) establishes divine ownership of retributive justice, cited in both Romans 12:19 and Hebrews 10:30 as the ground for human non-retaliation. The Song of Moses context locates this claim within God's planned judgment on both Israel's enemies and on unfaithful Israel, framing divine vengeance as the instrument of ultimate justice in a world where human retaliation would only perpetuate cycles of violence. Paul cites the verse in Romans 12:19 as the theological warrant for the command 'never avenge yourselves,' making the reservation of judgment to God the basis for the ethic of enemy love in the following verses (12:20-21). The verse grounds the non-retaliatory ethics of both Testaments in a theology of deferred but certain divine justice.
