Paul's midrashic citation of Psalm 68:18 — 'when he ascended up on high, he led captivity captive, and gave gifts unto men' — applies a Jewish victory hymn to Christ's ascension and gift-giving. The original Psalm celebrated God (or perhaps Moses) ascending Sinai and receiving tribute from captured peoples; Paul transposes this to the ascended Christ who gives rather than receives gifts. This creative re-reading draws on rabbinic tradition that read Psalm 68 as Moses' ascent to receive the Torah, which Paul applies to Christ ascending to give the Spirit and the church's ministries. The gifts of apostle, prophet, evangelist, pastor-teacher (4:11) are presented as Christ's own ascension-gifts to the church.
