Study Note

The fourfold command — 'honor all, love the brotherhood, fear God, honor the king' — is a compressed social theology covering all human relationships from the universal to the specific. The differentiation of verbs is theologically precise: all persons deserve honor (time), believers deserve love (agapate), God alone deserves fear (phobeisthe), and the king returns to honor (time) — not fear, which would equate him with God. The verse thus establishes both the legitimacy of civil authority and its limits: the emperor gets the same honor as every human but not the fear reserved for God — a subtle but decisive anti-imperial qualification. Romans 13:1-7 develops the positive civil obedience side while Acts 4:19 develops the priority of God over government.
