'Hate the evil, and love the good, and establish judgment in the gate: it may be that the Lord God of hosts will be gracious unto the remnant of Joseph' — the conditional grace-possibility ('it may be') embedded in this social-justice command is remarkable: Amos does not promise that ethical reform will avert judgment, but leaves open the possibility that God may be gracious to a 'remnant of Joseph.' The gate as the location of judgment reflects the ancient Near Eastern custom of adjudicating disputes at the city gate (Deuteronomy 16:18; Ruth 4:1), making judicial reform the specific site of social covenant-keeping. Paul's echo in Romans 12:9 — 'hate that which is evil; cleave to that which is good' — transfers the prophetic command into the ethics of the new covenant community.
