Ezra's doxology — 'blessed be the Lord God of our fathers, who has put such a thing as this in the king's heart, to beautify the house of the Lord' — interprets Artaxerxes' favorable decree as a divine act mediated through a Persian ruler. The theological claim is bold: God moves the heart of a pagan king to serve divine purposes, echoing the pattern of Cyrus's role in Isaiah 44:28-45:1 ('Cyrus, my shepherd… my anointed').
