The theophanic oracle 'the Lord also shall roar out of Zion, and utter his voice from Jerusalem; and the heavens and the earth shall shake: but the Lord will be the hope of his people, and the strength of the children of Israel' balances cosmic terror (shaking heavens and earth) with covenantal security ('hope... strength') — a characteristic prophetic combination of judgment and promise. The 'roaring from Zion' is cited in Amos 1:2 as the opening framing oracle, suggesting either literary dependence or shared tradition about Zion as the locus of divine utterance.
