The promise 'so shall ye know that I am the Lord your God dwelling in Zion, my holy mountain: then shall Jerusalem be holy, and there shall no strangers pass through her any more' presents the recognition formula ('ye shall know that I am the Lord') — Ezekiel's signature phrase — in connection with Zion's eschatological holiness and security. The exclusion of 'strangers' (zarim, foreigners who would defile or exploit) from the holy city anticipates Revelation 21:27's 'there shall in no wise enter into it any thing that defileth' — both envision a radically pure community space. The passage is part of Joel's conclusion (3:16-21) which reverses the devastation of the locust plague that opens the book, presenting a complete transformation of Israel's landscape and social reality. Acts 2:16-21's citation of Joel 2:28-32 demonstrates that the early church read Joel's restoration vision as Pentecost-fulfilled.
