The new song declares of the redeemed — 'you have made them a kingdom and priests to our God, and they shall reign on the earth' — applying the Exodus covenant formula ('a kingdom of priests,' Exodus 19:6) to the universal community gathered from every tribe, language, people, and nation (verse 9). The democratization of priestly access — not a special class but the entire redeemed community — reflects the new covenant hope (1 Peter 2:9; Revelation 1:6) that Christ's redemption enables the direct priestly access to God promised at Sinai and now fully realized. 'Shall reign on the earth' locates the eschatological kingdom not in a disembodied heaven but in the renewed creation, consistent with the New Jerusalem's descent to earth (21:2).
