The declaration 'and so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob' is one of the most debated eschatological texts in Pauline scholarship. The 'all Israel' formula has generated three major interpretive positions: (1) the fullness of the elect within ethnic Israel, (2) the whole community of elect Jews and Gentiles, (3) a future eschatological salvation of a majority of ethnic Israel. Paul cites Isaiah 59:20-21 and 27:9 to establish that the Deliverer who comes from Zion will accomplish this salvation — grounding the hope in covenant promise rather than human religiosity. The passage concludes Paul's most extended theological argument (Romans 9-11) about the relationship between Israel and the church, resolving in doxology (verses 33-36) because the mystery exceeds systematic resolution.
