Paul's identification of a 'remnant, chosen by grace' in his own day — paralleling Elijah's complaint and God's preservation of seven thousand who had not bowed to Baal (11:2-4) — grounds present Jewish belief in the gospel within the Old Testament pattern of divine election surviving national apostasy. The phrase 'according to the election of grace' (kat eklogēn charitos) removes remnant status from any human merit or effort, making it purely the result of divine choice. The verse functions as evidence in Paul's argument that God has not rejected his people (verse 1): the existence of Jewish believers in Paul's time is the living proof that God's election of Israel endures.
