Paul's final declaration in Acts — 'the salvation of God is sent unto the Gentiles, and they will hear it' — after Jewish leaders in Rome are divided forms the book's climactic statement on the universal scope of the gospel. The verse cites the pattern established in Acts 13:46 and 18:6, where Jewish rejection prompts a turn to Gentiles — not as divine abandonment of Israel but as the prophetically anticipated expansion of salvation. Romans 11:11-26 provides Paul's own theological processing of this tension, where Gentile inclusion is meant to provoke Israel to jealousy and ultimately all Israel is saved. The open ending of Acts (28:30-31) shows Paul continuing to preach 'unhindered' — Luke's last word is a statement about gospel freedom.
