Study Note

The rhetorical question 'who has believed our report? and to whom is the arm of the Lord revealed?' opens the Fourth Servant Song with a note of astonished incredulity at the unexpectedness of the revelation. John 12:38 and Romans 10:16 both cite this verse to explain the widespread rejection of Jesus and the gospel — in both cases the 'arm of the Lord' that was hidden from the world was disclosed in the crucified Messiah. The question implies that the content of this revelation violates conventional expectations of divine power and glory. 1 Corinthians 1:18-25 ('the word of the cross is folly to those who are perishing') is the Pauline exposition of why the Servant's story is 'hard to believe.'
