The rhetorical question 'who has believed our report? and to whom is the arm of the Lord revealed?' opens the Fourth Servant Song with a note of astonished incredulity at the unexpectedness of the revelation. John 12:38 and Romans 10:16 both cite this verse to explain the widespread rejection of Jesus and the gospel — in both cases the 'arm of the Lord' that was hidden from the world was disclosed in the crucified Messiah.
