The extraordinary image of a blowing leaf causing panic among a once-mighty people captures the psychological dimensions of divine judgment: strength and courage depart when covenant relationship is broken. This curse is the inverse of the confidence promised to those who walk in covenant obedience (Leviticus 26:7-8: 'five of you shall chase a hundred'). The motif of fearful flight from nothing (Proverbs 28:1: 'the wicked flee when no one pursues') develops the same insight that guilt and broken relationship with God produce irrational terror.
