Shimshai was a scribe who, along with Rehum the commander, wrote a letter to King Artaxerxes opposing the rebuilding of Jerusalem.

Shimshai was a Persian official, described as 'the scribe,' who collaborated with Rehum the commander in writing a letter to King Artaxerxes opposing the rebuilding of Jerusalem's walls by the returning exiles (Ezra 4:8–23). His successful letter caused the construction to halt temporarily, representing the official opposition within the Persian provincial administration.
