'Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.' Part of Ezekiel's great new covenant passage (36:24-27), this verse draws on Numbers 19's purification-water ceremony and applies it to a sweeping eschatological cleansing. The sequence — cleansing (verse 25), new heart/spirit (verse 26), indwelling Spirit (verse 27) — provides the Old Testament template for New Testament regeneration theology. John 3:5 ('born of water and the Spirit'), Titus 3:5 ('washing of regeneration'), and Hebrews 10:22 ('hearts sprinkled from an evil conscience... bodies washed with pure water') all draw on this Ezekiel passage.
