The promise that kings and queens will be the nursing fathers and mothers of restored Israel, and that 'those who hope in me will not be put to shame,' belongs to the great restoration oracles of Isaiah 49-55. The nursing-parent metaphor for royal service to God's people represents an inversion of normal political relations: the powerful serve the returned exiles rather than dominating them. Paul alludes to this reversal in 1 Corinthians 4 and Philippians 4, and Revelation 21:24 envisions the kings of the earth bringing their glory into the New Jerusalem — a fulfillment of the same eschatological pattern. The verse belongs to Isaiah's strategy of hope maintenance for exiles: present humiliation will be replaced by divinely ordered dignity.
